You can buy SAMSUNG GALAXY S7 FE for 27.000php. (the higher the RAM/ROM, the more price to pay) If you're in budget, try to lessen the RAM.
If you want the new iPad, it cost 40-45,000php (again, the higher the RAM/ROM, the more it cost)
You can also use PC, just buy graphics tablet, it doesn't cost that much, PC does. I used this before but I stopped, because this gadget destroy my vision.
iPad is more portable than laptop, some students/office workers (highly recommend for students) are addicted to it, that is why it's always out of stock and I couldn't get one.
