There is more that needs to be done. Check the staff quest log for Miss Chang.
I get the same problem and im stuck on wait for miss chang to ask around town. no matter what i do i cant progress from there as nothing happens when i talk to here even monthes ahead in game time.
On the phone in the office call Samantha in to discuss the science teachers assistant
