itch.io lists every update as the first update ever's date, no idea why. The last update though was about a month ago, as you can see from the update notes date, or simply checking the official Patreon source.
And you don't need 0.13.2 to play 0.14.1 at all, that's just if you want to download the update only instead of the game from scratch. Downloading from scratch is still an option and likely always will be.
