That's part of the diary fragments. They used to be around the map but are now shown as you progress though the main story. It's a random chance, so it won't always appear. It can be ignored & will be fixed in 0.64.

Well, if it only have a small chance of apearing, i must be realy lucky because its the 7 times i had it.
