I think it's not talbot, cuz Gil doesn't seem to know who is that guy
Gil recognizes the voice and thinks "is that really him?" so it is someone Gil knows, but not Talbot. Someone he hasn't seen in a long time.

Logan is a side character, not a main. The main character introduced in that update is Fred.
