No idea. It's not something the generator does, it's rather itch.io's thing. But since the issue persists and nobody else reports it, that doesn't look like a temporary itch's glitch. As I said, I have no idea what it is, but you still should be able to use the "non-itch" version of the generator: https://watabou.github.io/city-generator/.
