Whats the diff between v0.14 patch and v0.14? can 13.2 be updated to 0.14 via the patch?

and so how do i update it? do i extract the file in the game folder? sorry for all the questions

it is a large game, so if you already have the previous version, it would be a lot quicker to download the update patch which is basically the update on its own instead of downloading the entire game again. if that makes sense
