i collected all hidden money at Minatos's and ice cream parlour, but cheat menu didn't unlock
I guess you didnt collect all money from Noriko's room and you can't go into her room after completig this far.
How to get in Noriko's room
You can get in her room in 2/3 routes during the mp3 walkman retrieval mission . If you choosed blackmail route, you will never enter her room.

Ah dang it, guess I'll load up my savefile which follows the non-blackmail route
But like i said, you enters that room only once, so your save should that early. Before getting the mp3 for Macumba
