It switches between scrolling independently and scrolling with the page depending on the length. Could you try shrinking your browser height a bit, refreshing the page, and then opening it, to see if it fixes? If I can debug what issue you're having I'd be glad to fix it.
Weirdly enough, it seems that the save bar at the bottom is no longer hiding from me. Both now and when I posted this issue I was in "take up the whole screen" windowed mode in firefox on a 1366x768 resolution. I can see the button that was inaccessible before, but I don't know if anyone else is experiencing similar issues on their end still. Thanks for you reply.
