I have, I went outside where that arrow is supposed to be. Collected all coins but can't leave the area.

I think it would fix the problem, you can try it. If it doesn't, then I'm not sure. Do they have an official discord server?
I think I found the problem: The game told me to avoid Noriko in the morning, so I took a nap and she was gone... along with the other characters that I'm supposed to meet outside.. which lead to a softlock without said arrow.
