I copied and pasted the contents of it.
The cove_step1-3 are the voice folders.
Do I need to extract the whole voice folder? (the one with the blue highlight)
Oh, you have to copy over the whole "voices" folder itself. Taking those pieces out of that folder confused the game because it only knows to look for a folder called voices. If you put everything back in the voices folder and then add that folder to the game it should be fine.
