I'm at a bit of a loss myself, I think - how do you bathe scrap?
I have soap in my inventory (I figure that helps?) and have fed Scrap every food I've found until he stops liking me more for it, so I'm not sure how to get any more likes with him if that's the problem.
have you had him have an encounter with the rat king/chosen whether to snitch or lie to the rat king about scrap? also have you had a conversation about scrap being more like the other rats or being more human? plus yes you need soap and i believe one more item, but the game will tell you that one when you get to that point. plus doing the like thing is a great idea due to it helping him like you more! so if you've done all these i can try and do a new save and find out the exact steps and tell you.

I did have the encounter with the rat King, and I did tell the Rat King that he existed but then managed to defend him against assault (so nothing bad happened to him). He's up to 63 like, which seems to be as far as I can get.
I have discovered that if I keep checking when he's asleep, I have the ability to go in and wake him up and sleep in his bed with him. Which is also adorable, but doesn't result in more conversations. I do have the option [I know what you did] in presumably connection to catching him jerking off, but it states that he doesn't trust me enough for that conversation yet so it's halted there.
Was it 'being honest' that is keeping me locked out? I could advance some storyline somewhere - I'm done with werewolves and the basic curse of lust, the Commander and Korg have met, I'm mid country road with Ste. Tao is at 20 like (which also seems to be where he's ceiling'd for the time being, haha, but that's okay for now).
Blast, but that at least does theoretically explain it!
I do like the way the story goes there, as you kind of give a plea to the Rat King (that he mostly ignores) on the expectation that, well, it's not the largest junkyard haha, Scrap might get tripped into anyway. So I'm cool with being an honest idiot, haha, and I guess that explains why I'm stuck there.
