Is there a higher courage level than Heroic? I'm still unable to talk to Howl
i think i need to for the quest to find where the fox cop is because i can't seem to get info from anyone else and he's the only one I can't use the 'talk' option for
You can ignore the Howl one. I just haven't taken care of his since it's supposed to be done when I work on his route.
