For common solutions on how to fix this, you can try opening cmd.exe as administrator and running sfc /scannow to scan for any corrupted files. If that doesn't solve the issue, then your best option here is to restore your system to a recent restore point. Usually Windows automatically creates these restore points when any updates are made to Windows. Going back to a previous restore point won't affect any of your personal files but may affect your apps or drivers depending on how recent the restore point was created.
