This game got my atention
Played a while, and the game is actually really cool (specially the welding mechanic, is so much fun)
I just didn't understand what was that anouncer in the tutorial, it didn't do anything besides writing [anouncer] in the chat
It should be sending messages along with "anouncer"Does your instalation have this file:

Yes there is, but not in the actual tutorial world

Is there anything like a read-only restriction on any of the folders or files?

Clearing that restriction should fix it.
I don't know where the restriction came from. Maybe there's a flaw in how the installation zip is created, maybe its specific to your pc.
I actually tried that a few times, it worked once, but it keeps reenabling the restriction
Later i will try again and see if can make it permanent.
Other than that problem, the game is great and fun, I actually have a plan of making an automation game with side perspective one day
