That is certainly unusual! 

Have you made enough restrain potions that you have it mastered?  It may help to try that.

She should have explained how to make a strong restrain potion, but in case not, it's: Red Pulp first and fifth, Nut second and fourth, Earth Moss in third.  

Try having seven of those and see if that adjusts things?

Have you progressed with Bernard's quests? He has a quest that teaches you Restrain Potions which then you can talk to Orthra about teaching you the Stronger Restrain Potions, which will further the Lizard Tribe Quest.
