In order to accept payments you must have a legal adult be managing the account. If you want to just upload your game with no payments involved, then verbal permission should be okay. You must be 13 or older to use the site in any way though.
Another question, I made the account, but if I let my parents manage the account, can I receive payments, or do they have to make me a new account in order for me receive payments. Thanks!
