Unfortunately, it is not possible to specify the desired number of buildings. Buildings are not created one by one, instead they are a product of recursive splitting of larger areas of a city, so it's hard to estimate how many of them there will be and adjust anything to spawn more of fewer of them.
More complex walls configurations will become possible eventually, but not anytime soon.
