The first part should be any time in the morning.
Did you use the unlocker at any point? if not how old is your save?
How do I reach this in the first place, I have completed all the girls events but I dont get any new signals
I am experiencing the same issue on a fresh save from 0.58. I have gone to the Mammouth's Tusk once, but every time I go, regardless of the time of day, there are no events, just an empty pub. I have not used any unlockers.
Oh! I just got it to trigger. I found a UFO in the pub, then when I visited the next morning, I got an event.
