Wow... Just how much did you f@ck up your character with perks? (also I assume you chose not to tell the regulators anything, which gives you a starting minus to max hp, though you get it X150% back after you progress the story).
Technically you can still make it, but you're gonna have to level-up like crazy while avoiding combat completely.
