Hi there. For anime, modelo 2.4 and 3.1 usually are better, but it really depend on the source material.
You need to turn on "Animation mode", usually the default settings are fine.
Using Animation Mode, usually doing X2 already give a lot of new frames, more than that usually create a lot of "Bad frames", but you can try to see if the results are good.
If the output FPS is bigger than 60fps, you also want to check the option to create a output at 67fps.
If you don't like the results, try to use "Alternative Render" with 3X
