I have encountered a bug where I need to talk to Kyle in his place at night to get the book from him but when I go to talk to him he just says to let him know if there is anything he can do for me.
Not sure if there is anything I can do to work around it is stopping progress in the story.

There is an issue that has yet to be corrected in the public version, regarding the book quest.
Checking the library computer will reset the book quest in a way that can lock the game progress.
Until this version is updated to one with this issue fixed, my recommendation is to follow the walkthrough on this particular section:
Talk to Horace.
Go to the Library.
Use the Library computer. (And don't use it again)
Go to the basement.
Check the sparkling area where the book should be.
Go upstairs and talk to Kyle.
Go home and sleep until night time.
Go to Kyle's home (Commercial area, the building on the left).
Talk to Kyle.
Go back to Horace's home.
Talk to Horace.
