Also, when I can upgrade class girls? also the Gacha machine + Level up place? As somehow I stuck with Subaru stage, she too strong for the party lv 27

So, all the events you describe happen after beating Subaru actually, so let me give you some strats to help you beat her:
For this battle, I suggest sparing the most of the Mp for the battle against the Boss second face, since has the most Hp. Subaru has only single target attacks, so if you have Gura in the party is important to keep using her ability "Hydrodinamic Shark" to avoid being hit (Gura has the highest Target Rate among the current members you have). Don't use Mp for Ina and when the Tp allows you to use her skill "Tako Protecc", use it to get high defenses for one turn. This is specially important against the second face, when the attacks hit all allies. If you have items that rise the Earth resistance, put them on Kiara or Ame to resist better during the first attack of Subangelion. Then every time you have it available, use "Tako Protecc" with Ina and "Kikki Ricky!" with Kiara.
The best strat is protect Ame until she can use her Ultimate Skill "Case Closed" (which deals a ton of damage) or her Unison Skill with Ina to freeze entirely the enemy for three turns, giving you time to recover and finish it.
