There were issues with that signal around that time, and it was tied to saves. So it likely is your save that is messed up. If you have a save from before you started that event you can try that.
I have started a new game and it seems to be fixed.
now, I get to "not implemented yet".
That means its not in the game yet, so if all your signals say that you are done
