Gotta ask about that character in the Zero Suit in the images/gifs to the side. Is that available to us, or is it something else?

That character and scene are available, yes. She's a bit of a hidden character - you have to Explore the Town Map until you find the burning apartment building, then rescue Samantha and complete the part of Roxy's storyline that involves the building (you will need the ENDURE power from Lyx for this). After you've done both of those things, return to the apartment and follow Samantha's storyline to get the scene in the images :)
