Ok, i know what it is now. I believe you are on cascade quest where she flashes marcus. you got to talk to cascade when she is there to continue the scene but you will need a suggestion level of 3 i believe.
I have no idea how you havent got that scene. I ran over the code all morning. Found alot of other bugs but not that one. I'll keep a look out though. That is a good scene Cascade getting hit in the face with a cookie :(
