I just reloaded an older save and did it in order. Sorry for wasting your time
No worries. It should have worked first time anyway. When Zim reads this he may take a look, you might have found an odd bug, or got unlucky with renpy deciding to not mark quests as complete, which does happen.
How did you get it to work I tried reloading older saves too and it still didnt work
Honestly I'm pretty sure I just went to the meeting room and it just skipped the scene and gave me the new event
