We've managed 10, I think 12 is the limit, but it's more limited by how many controllers will happily work together on your PC :P
The limit is actually 14, broken down into 10 controllers + 4 keyboard players. If you try to attach more than 10 controllers, the game will get very upset and ignore all inputs on the title screen.
