Note: I just tried running as Administrator and it worked.

Running normally below is what happens.

I just updated to the newest version 4.24.3.0, but it was also doing this on a previous version.  
I launch the game, I very briefly see some sort of small splash screen then the screen goes black and that is it. I have let it sit for 15 minutes and it never does anything.  Task Manager status is "Not responding".
