have you tried changing the audio import settings of your audio samples?

and are you using any reverb or effects?

webgl unity is more limited than other platforms.

Thank you for replying to my post! I did test a bunch of things, but the only solution that worked was just updating unity. I was worried that updating would corrupt my game or make a bunch of bugs, but it went well.
