Well yes, but an unenchanted arrow? That isn't a genuine tarwill mask, nor is the guy Steve just killed a genuine tarwill for that matter. If you see a person who looks like Viktor Strobovski in the video, it's a faker.

Can't really blame the guy since tarwills were invented after everybody ditched the game, and of course he's just relying on his memory, having no reason to believe he isn't just a humanoid (and is in fact a shapeshifting mass of tar in a mask) since obviously no-one's gonna beat it or even check any wikis anyway, but like...yeah...that doesn't mean the guy in the video gets to be Viktor
