In this case a tool to just separate the elements of the base image would do the job as requested here: https://itch.io/t/1137449/select-and-transform-area-of-drawing
The only problem to separate an element and resize it, is if the element has a pattern that needs to have continuity with the background, so I'd imagine a grid system as you suggested would be a logical improvement on the basic PixelOver warping tool.
