Added the brackets, rule 1 is now permanent.
Actually not so sure, first 4 votes are JAJA so 4/0 100%, but then two NENE and two JAJA so 6/2 75%. Guess we need another JAJA.
Which can actually be enforced by locking a grid cell fyi.
