Thank you for your report,
You can try to right-click the file/folder and select properties,
1. Select security tab, under Group or User names, click your name/PC-name to see the permissions you have.
2. Select Edit, where you can have permissions like full control, modify, read & execute, read, write or special permissions. Choose the permissions you need and click Ok.
Tested on Windows 7 64bit.
