Yeah some locations are entirely empty. I have concrete plans for what will happen in those locations and once I have done haven, I plan to focus on those areas. Most of those areas will have full missions relating to them. But also all of them will eventually have mini events like in the park.
Bus stop and time skip are bugs that will be fixed in the next release. Thanks for reporting.
