Get the bar first work on upgrading then advertise it (either save for the TV commercial or go up little by little) each week normally will pay for the advertisement and a bit more (unless you're unlucky in which case you'll "lose $50" however any money made at the bar will offset that. Follow that up by taking pictures of the girls (between $10-$60) soon you'll have over 12k and nothing left to spend it on.
