Each project may have their own way on running on different devices. The best thing to do is contact the developer of the project, and see if they can help you further.
Have you made sure the project supports either iPad or Chromebook before buying?
To request a refund, you have to Contact Support, from the same e-mail that made the purchase, and explain the reasoning behind it. I’d suggest to leave that as a last resort, if nothing else works.
