"Click salvage" is the menu option? There shouldn't be a game option for that?
When you go to talk to the blacksmith again, what are the options available to you? If you can't trigger the quest, it likely means that you have already accepted it. So there won't be an option until you get 10 pieces of leather. Talk to the blacksmith again once you do, and then you can complete it.
