Neither intentional or unintentional. No real reason to remove since it doesn't effect anything and isn't in the changelog because it's not accessible in normal gameplay.

Ok, I might have broken something then, I was able to access it in normal gameplay...
Edit: wait, were you talking about normal gameplay as in without cheats? Because I was using the ingame cheat menu. I am also attaching a picture.

Looks like I forgot some code somewhere while testing so the quest progresses past the intended point.
