before i download this game, i would like to know -- are there options that let you turn certain animations off? 

the animations that are present even just viewing them from the thumbnail look like they're pulsing, and it can give me ocular migraines. if turning off animations aren't an option that i can tick in the settings menu, i might not be able to play this game.

I think, that person is referring to the "pulsing animation" on battle scene? Maybe.

The animations are similar to gif files.  There is no pulsing whatsoever.  I'd try downloading the game, then playing it.  If it does pulse, then I'd have to say, there is no way to turn it off, since the animations are moving files.  It almost sounds as if your video card is causing the issue with your refresh rate.  You could toy with your refresh rate settings and maybe that will fix it for you.  It almost sounds like you have a synch issue.

no dude i have epilepsy. its not actually normally an issue with video games but most of the video games i play are better animated. i was trying to be nice about it

the main solution i would think of is to let you turn off the screen effect where the camera zooms in and out during combat. That's the biggest issue for me. It should be as simple as flagging the animation(s?) and letting you toggle them in the options menu, i would think?

That already is an option, "Camera Shake" in the options menu.
