yea i am asking the same thing too ngl, i thought it was on the newest patch but it actually on last patch
You have to make a delivery with Dulrig, that will unlock option to talk with Everett in Outpost
You also need to see CG in the marketplace (during the night), which unlocks the naughty stuff with Everett.
