I do not know what the problem is. I downloaded the file myself and the executable was there. Maybe there was an error during the download. Could you try downloading it again?
Just downloaded and extracted the archive. The .exe is there for me. It could be your antivirus with a false positive nuking it. Maybe check your AV history/quarantine list?
I don't have a third party antivirus installed, it's just Windows Defender. Knowing what I know about Windows, they would either tell me immediately or give me zero information, but I can try to check.
