I really love this game and don't get me wrong I love Cove, he is an angel but once I saw Baxter I fell in love with him and wished we could've had him as a love interest also.
You can have him as a love interest, just not yet, Baxter and Derek will be romance options as DLC, probably to be released next year ;)
