I.... I feel kinda dumb I read it wrong twice. The equipment remains quest is the quest you do to meet the commander, when it's done he will randomly appear and after meeting him dulrig gives you a quest to talk to the commander.

No he's out for the public, otherwise it wouldn't say "fun with Everett" in the latest update. I might just be missing something.....
