work or work hard at the office with shiori LP higher than 75. the call is automatic as per the event, my bad. work or work hard after this event will also trigger her next event.
i just assume this is whats going on. open up your character quest chart, find shiori, and post what it says here.

could also be you are not playing the paid version. shiori is not available in the free version.

Sounds like the free/public version. If so, you will need the paid version for Shioris storyline.

what version are you on (free/public or paid)?
is shioris storyline active? check the quest log and post what it says. if there is no quest log, look at the meet people and see if shiori has already been met (i assume so).
what other girls have you gotten?
really the only three things that stop shiori from showing up is 1.) hasnt been met, 2.) public version, and 3.) her missing from work storyline.

several of us made a post a couple of weeks ago that explained how to eliminate shiori from the game permanently. doubtful it can be found now since all our old accounts are now suspended.
what you do, is you hold her LP around 30-ish and raise her KP up as high as you can get it so you can enable sex without a condom (impregnation). when it happens, just tell her to abort it and she will become furious and leave the game. this is all congruent with keeping her LP relatively low or the dialogue will not occur and she will just show up pregnant.

Yeah I know. That sucks too. Did you ever get all your purchases back? I'm still able to login to the suspended account as normal(?).
I'll have to try that with Shiori. I have largely just been ignoring her storyline.

I put all my payment info in another unknown account outside of this one, and I'm also still able to login on the banned account and pull up the purchase page. I'll use that as long as I can keep doing so. So they can ban it again if they want, idrc.
I'm only waiting on a couple games thats almost done to be completed, and I can get those off patreon.
Itch.io blows anyway, almost as bad as Steam and its crapware. Lamers roaming around comment boards, and then you get banned for doing anything back about it just because they happen to have certain "preferences" that nobody wants to go against because they "might be discriminating".
This is about the only board on here worth actually coming to more than once.
