I tried to send a $2 payment via paypal but it said "error this transaction cannot be completed" ... tried twice. Is there something going on with your account?

Not that I am aware of, but you can't be sure with PayPal. There is also Patreon which is more reliable in this sense, but less convenient for one-time donations.
