You have missing dependencies needed to run the game, more specifically the Visual C++ redistributable. You can download it in this site: https://support.microsoft.com/en-us/help/2977003/the-latest-supported-visual-c-downloads. I suggest 2017 version since the windows build of the game was made using that. If for some reason it still does not work, leave us another comment and we will dig deeper into the problem.
