Most modern tablets should be able to play it with decent framerate (except for those in the lower end), at least if you turn the quality setting down.
On android, it's also possible to choose "low rez" to get better framerate if necessary.
On Windows, you can set the resolution to whatever you like using command line parameters (described in the manual).
(As a sidenote - generally speaking, USB dongles work better on Windows. On Windows it's also possible to use the Smartpropplus method if necessary).
