To start, I would like to say that I think you did a really good job with the art, and the music feels very gameboy. I love the interpretation of the theme, too. Dinosuars and oil are very iconic in my area.
Since you’ve asked for some rule clarifications, I’ll try to be a little more clinical: The entire game has to be 160x144 pixels, the same resolution as a gameboy screen, before it gets scaled up to whatever resolution you want to view it.
The issue you’re having is sometimes referred to as “mixels”. It’s when all of the pixels aren’t conforming to the same grid. Look at the size of one pixel in the word “quota” vs one pixel of the background. There’s other spots where the rule is broken, too. The character’s pixels don’t always align with the 160x144 grid, and neither does background when it pans.

Here’s a picture that highlights what I’m talking about. The character is standing in a way that has them between pixels of the background. It’s clear that it’s not intentional, but you might end up with lower “graphics” and “gameboy soul” scores.
Also, a seperate note: you used the “Playable on Gameboy Hardware” version of the boxart template, but that’s supposed to only be for .gb or .gbc files!
