You get Sea Glass at the end of a summer. Once you land the Lamplighter out Beyond the Light, a glass jar turns up on the quay. Click it and everything you caught and found that summer turns into Sea Glass, which you spend on the net before starting Summer 2. It's not explained well enough yet, so I'm making it clearer.
